This report assesses the implementation and effectiveness of Rwanda’s Workplace Learning Policy in addressing skills gaps and youth unemployment. It highlights that while strong policy frameworks exist, practical implementation remains weak due to limited awareness, poor coordination, and low private sector engagement. The findings reveal that most companies lack structured workplace learning systems, and access to internships is both limited and inconsistent. Financial, institutional, and logistical barriers further restrict youth participation, especially in rural areas. The report concludes with recommendations to strengthen collaboration, improve policy awareness, and expand inclusive workplace learning opportunities for sustainable employment outcomes.
