A participatory process designed to engage communities in their areas in assessing and giving feedback on the quality and effectiveness of the public services they receive and participate in budget preparation process and implementation. Community Scorecard Tool is also meant for citizens to voice their concerns and priorities for purposes of planning and budgeting, and increasing accountability of local leaders and service providers.
The score card engages both “Service Users” (citizens) and “Service Providers” in a discussion of the issues that affect service delivery.
The media remains a critical mode of communication in Rwanda and through the media; citizens are informed and are likely capable of engaging with the policy on one hand while on the other hand policy makers are right holders of citizens informed feedback”.
